Six years ago Eric Adams, then Brooklyn Borough President, stood on stage at Brooklyn’s Medgar Evers College and thundered his starting tip among future graduates.

There are still questions about Mr. Adams’ specific plans for New York and how he intends to carry them out, but in this area at least, he’s always been absolutely clear: what you mean.
